Foreign nationals and persons destitute of nationality may enter and exit Azerbaijan via specially allotted border control posts on the basis of a visa issued on personal passport or any other document substituting the passport as consistent with international treaties (conventions) signed or joined to by the Republic of Azerbaijan.
Visa fees applied to foreign nationals and apatrides are equal to fees applied to Azerbaijan nationals. For instance, visa fee applied Azerbaijan nationals for processing of a visa to Germany makes 60 Euro. The same amount is collected from German nationals for entry to Azerbaijan.

Visa to enter Azerbaijan is not required for:

1. Nationals of the Republic of Azerbaijan
2. Holders of ordinary passports issued by the countries having the right for access without visa, nationals of Belorussia, Georgia, Kazakhstan, Kyrgyzstan, Russian Federation, Tajikistan, Turkey, Turkmenistan, Ukraine, Uzbekistan and Moldova.
3. Holders of diplomatic and service passports of the countries having the right of access without visa for their nationals with diplomatic and service passports (lran,Turkmenistan, Hungary, Indonesia, etc.)
4. Passengers in transit who travel to a third country and can stay at the airport within 72 hours provided that:

  • They have confirmed air tickets to their final destination;
  • They don’t leave the transit area.

5. Airline crew members.

Note:Apatrides and refugees are allowed to stay within the transit area not more that 24 hours.

Before arrival – by diplomatic missions and consulates of the Republic of Azerbaijan in Austria (Vienna), Belorussia (Minsk), Belgium (Brussels), Bulgaria (Sofia), Czech Republic (Prague), People’s Republic of China (Beijing), Egypt (Cairo), France (Paris), Germany (Berlin), Iran (Tehran, Tabriz), Italy (Rome), Kazakhstan (Astana, Aktau), Sweden (Stockholm), Russia (Moscow, St. Petersburg), Saudi Arabia (Riyadh), Turkmenistan (Ashgabat), Ukraine (Kyiv), United Arab Emirates (Abu-Dhabi, Dubai), Great Britain (London), USA (Washington, Los-Angels), Uzbekistan (Tashkent), Georgia (Tbilisi), India (New Delhi), Indonesia (Jakarta), Jordan (Amman), Spain (Madrid), Switzerland (Bern), Canada (Ottawa), Republic of Korea (Seoul), Kuwait (Al Kuwait), Kyrgyzstan (Bishkek), Latvia (Riga), Hungary (Budapest), Malaysia (Kuala-Lumpur), Morocco (Rabat), Moldova (Kishinev),Netherlands (Hague), Pakistan (Islamabad), Poland (Warsaw), Romania (Bucharest), Tajikistan (Dushanbe), Japan (Tokyo), Greece (Athens), Lithuania (Vilnius).

Note:
Nationals of Turkey are issued visas without collecting any fee. Upon arrival – by visa sections of the Consular Department of the Foreign Affairs Ministry at Heydar Aliyev International Airport/Baku and Ganja International Airport to:

  • Nationals of EU countries;
  • Nationals of USA, Canada, Australia and New Zealand;
  • Nationals of countries having bilateral and multilateral agreements with Azerbaijan and apatrides registered in those countries (if an invitation letter is provided);
  • Holders of special acknowledgement or invitation letters validated by the Foreign Affairs Ministry of Azerbaijan;

Two photos sized 3×4 and, if needed, an invitation letter is required for issuing of a visa at airport.

Additional information

Foreign nationals who wish to stay in Azerbaijan for less than 30 days should undergo registration at the place of their sojourn. At the date of arrival to a hotel, hostel, vacation house, holiday camp, hospital or any other place they complete a special application form and leave it with the administration or owner of the dwelling place they stay, who, in their turn, should submit these documents to the Ministry of Internal Affairs. Foreign nationals who wish to stay in apartment should, with sanction of the apartment letter, register themselves with the local police authorities.

Foreign nationals or apatrides wishing to stay in Azerbaijan for more than 30 days should within 3 days (excluding Sundays, days-off and holidays) from the date of arrival apply for registration to the areal (local) bodies of the Ministry of Internal Affairs and present the passport, visa, the document enabling accommodation (e.g. abstract from the public register of estate freehold state registration, housing order, contract for lease of dwelling premises or/and any other document prescribed by the legislation of the Republic of Azerbaijan). On the background of documents submitted they are issued “Registration certificate of a foreign national intending to live in the Republic of Azerbaijan for more than 30 days”. The term of the issued certificate is defined as follows:

  • for individuals having arrived to Azerbaijan with visa – the term indicated in the visa;
  • for individuals who don’t require any visa – 90 days. In case if a resolution of the appropriate enforcement jurisdiction pertaining to extension of sojourn is available – the term specified therein.
  • if a registration of certificate is issued to an individual under the resolution of the appropriate enforcement jurisdiction – the term specified in the resolution.

When a foreign national or an apatride leaves Azerbaijan his registration will be cancelled by the enforcement jurisdiction. Important note: Non-compliance with the entry rules will give rise to preventing from entry and imposition of a fine on respective airline.
